Study Process
IDOT Project Phases
IDOT projects progress through three phases. Phase I is also referred to as Final Design and Environmental Studies. Through extensive stakeholder involvement and technical analysis, transportation needs are defined, alternatives are developed and evaluated, and a preferred alternative is selected. A range of factors is considered in the decision making process, including but not limited to stakeholder input, engineering, and environmental considerations.
After a preferred alternative is selected, Phase II or detailed Design and Land Acquisition takes place. Plans are developed and any necessary land is purchased for the project. After Phase II is complete, Phase III, the actual construction of the project begins.

Ogden Avenue Study Process
The “study phase” or “Phase I” for the Ogden Avenue at EJ&E/CN grade separation project will consist of preparing a Phase I Combined Design Report with a focus on performing an alternatives analysis. As alternatives are developed, measures will be identified to avoid and minimize impacts. If avoidance is not feasible, mitigation measures will be identified.
Stakeholder involvement is built into the Phase I process. Through the expanded public involvement program that will be followed during the study for this proposed grade separation project, opportunities will be available for stakeholders to become involved and provide input throughout the entire Phase I process.
